			<abstract><p>В проанализированном в статье процессе воздействия субъекта регулирования на объект определено, что на основе определения стратегической цели, целей и принципов государственного регулирования развития сферы ГЧП в рамках единой системы возможно выделить функциональные механизмы – организационный, административный, экономический, правовой, информационный (в составе комплексного механизма). Механизм государственного регулирования развития ГЧП – это совокупность процессов (в рамках системы) обеспечения целенаправленного влияния органов государственной власти (субъекта), в соответствии с имеющимися функциями и принципами, для передачи проактивного (предохранительный характер на основе планирования, координации, корректировки) и реактивного действия (адаптивность и динамичность реагирования) на параметры объекта регулирования для стабилизирующего изменения состояния объекта или преодоления отдельных противоречий, в соответствии с установленной целью, целей и государственной политики в сфере развития ГЧП. Механизм государственного регулирования как способ передачи управленческих решений должен предусматривать соответствующие методы, инструменты и средства воздействия на объект регулирования. Показано, что процесс реализации проектов предусматривает надлежащую систему управления, наличие действенной нормативно правовой базы, стабильную государственную политику, баланс между ценой и качеством услуг, создание условий, государственных гарантий и стимулов для участия инвесторов в соответствующих проектах. Определено, что учитывая взаимосвязь отдельных секторов национальной экономики и социальной сферы, особенностью реализации проектов ГЧП может быть создание полисекторального кластера на основе территориального совмещения; реализации экономических, технологических, научных и производственных связей; согласованности отдельных целевых ориентиров; межсекторного интеграции, которая может реализоваться в виде синергического эффекта. Указанные полисекторальные кластеры на основе проектов ГЧП могут стать так называемыми «точками роста» отдельных соединенных проектами отраслей, где задействованы проекты. Усматривается возможность получения межсекторального эффекта от реализации проектов ГЧП как нового подхода к реализации совмещенных целей за счет ГЧП и снижение стоимости услуг, рост качества.</p></abstract><trans-abstract xml:lang="en"><p>In the process of influence of the subject of regulation on the object analyzed in the article, it is determined that on the basis of determining the strategic goal, goals and principles of state regulation of the development of the PPP sphere within a single system, it is possible to identify functional mechanisms – organizational, administrative, economic, legal, informational (as part of a complex mechanism). Mechanism of state regulation of PPP development – this is a set of processes (within the framework of the system) to ensure the purposeful influence of public authorities (subject), in accordance with the existing functions and principles, for the transfer of proactive (protective nature based on planning, coordination, adjustment) and reactive action (adaptability and dynamism of response) on the parameters of the object of regulation for a stabilizing change in the state of the object or overcoming individual contradictions, in accordance with the established purpose, goals and state policy in the field of PPP development. The mechanism of state regulation as a way of transferring managerial decisions should provide appropriate methods, tools and means of influencing the object of regulation. It is shown that the process of project implementation provides for an appropriate management system, an effective regulatory framework, a stable state policy, a balance between price and quality of services, the creation of conditions, state guarantees and incentives for investors to participate in relevant projects. It is determined that taking into account the interconnection of individual sectors of the national economy and the social sphere, a feature of the implementation of PPP projects may be the creation of a multisectoral cluster based on territorial alignment; the implementation of economic, technological, scientific and industrial ties; the consistency of individual targets; intersectoral integration, which can be realized in the form of a synergistic effect. These multisectoral clusters based on PPP projects can become so-called "growth points" of individual industries connected by projects, where projects are involved.
